Risk Matrix 2000
Overview
Risk Matrix 2000 (RM2000) is a statistically-derived risk classification process intended for adult males who have been convicted of a sexual offence. It can be scored quickly based on criminal history and victim demographic information (no interview required).
Originally developed in England and Wales, the coding rules have been adapted for international application and it has been validated in several countries. It has also been validated with individuals convicted of Child Sexual Exploitation Materials (CSEM) offences and is appropriate to use for this population.
The RM2000 contains two scales: the Sex scale assesses risk for sexual reoffending and the Violence scale assesses risk for non-sexual violence reoffending. These items can also be organized into treatment need indicators that can identify cases likely to have meaningful criminogenic needs in the areas of sexual deviance versus general antisociality.

Policy and Practice
Risk Matrix 2000 provides a long-term baseline estimate of risk based on static risk factors and can be used at any stage of decision-making for individuals with a conviction for a sexually motivated offence. It can be used in similar contexts as Static-99R, but unlike Static-99R, it is appropriate to use for individuals whose only sexual convictions are related to Child Sexual Exploitation Materials (CSEM).
It can be combined with STABLE-2007 to provide a more comprehensive assessment of risk for sexual recidivism (including for CSEM populations), but on its own it also provides treatment need indicators that can provide useful information for treatment referral decisions.
