Description of Event:
Many public protection policies (e.g., registration, notification, residency restrictions) are based on the assumption that people with a history of sexual offending are more likely to commit a sexual offence than people not subject to such measures.  The risk for sexual recidivism, however, varies based on well known factors, and predictably declines the longer people remain offence-free in the community.  Although the risk never is completely extinguished, the risk of sexual offending in the general population is also not zero.  This presentation will examine very low risk thresholds below which individuals with a history of sexual offending are no more likely to commit a new sexual offence than men in the general population.  It will also provide estimates of the proportion of people on sexual offender registries who are below these very low risk thresholds (Hint – most of them). Application of sex-crime specific policies to this very low risk group will serve no public protection function.
